Stannifer - Mixed-Use Development - Northern Ireland, Sprucefield

Stannifer, with its jv partner Snoddons Construction, has been granted outline planning consent for a £84 million mixed use development on a 20.25 hectare (50 acre) site at the junction of the M1 motorway and the Hillsborough Road at Sprucefield in Lisburn, Northern Ireland.

The consent follows a protracted planning process that started when the developers submitted a planning application for the scheme in 1995. A Planning Inquiry was concluded in November last year (1999).

The scheme will comprise 21,367 sq m (230,000 sq ft) of food and non-food retail, an 150-bed hotel, 557.5 sq m (6,000 sq ft) of A3 restaurants, 9,290 sq m (100,000 sq ft) of business space and a multiplex cinema together with parking for 1,400 cars. Pre-lets have already been agreed with Homebase for a 9,290 sq m (100,000 sq ft) DIY store and a 7,432 sq m (80,000 sq ft) Sainsbury’s supermarket.

Sprucefield was designated a “regional out-of-town shopping centre” – the only one in Northern Ireland – in the Planning Policy Statement 5 (1996). Its status was confirmed in the draft Regional Strategic Framework and latterly in the Report of the Panel conducting the Public Examination into the RSF.
Sprucefield currently consists of a large Marks & Spencer store along with a number of retail warehouses. The proposed development is immediately adjacent to the existing Sprucefield centre.

The Stannifer/Snoddons scheme has been designed to complement and enhance the town centre and has had the support of the Lisburn Borough Council throughout the five year planning period.

Work finalising detailed plans and designs is already underway and it is anticipated that an application for detailed consent will follow shortly.
